I could do with a digital clapper board like the iPhone has.
I will be doing shoots soon with 2-4 camera's and could do with syncing them up so would need something visual (clapper board or a flash) that happens at the same time as a beep or a "clap" sound that only lasts 1/25 of a second

I honestly don't know where you want to or are going with this from here.fairly simple, I want a digital clapper board. It would be like a clapper board, but on my phone. It uses both audio and visuals at the same time so I can sync up 2-4 camera's in a video editing programme on my PC. I didn't think it was that difficult to understand, sorry

There we go now I understand, can't say anyone has even thought about that app but there is droid heaven [it's a website, I don't ever go to it but have emailed the devs and they're currently making an app I suggested] but Google it till you find the right .com and ask/inquire them to make it.
Here at AC I can't say we're a team of devolopers.
Also xda-developers.com the forums for the dream would be another good place to post and inquire.

This app wouldn't be hard to develop. It's basically a couple of animated rectangles and a sound bite. It would be a matter of getting that 1/25th of a second clip and being able to synch the animation to it. You would probably have difficulty finding someone to do it because it's market might be limited. However, if you are willing to buy it then someone else might be as well. I am an android developer and might consider a project like this if the interest was great enough.
