It tells me to download it from the app store but it wont download . And how do i get it to work . Also what does setting a password for the credential storage mean ?

Just tap the speech synthesis and it will send you to the market to download SpeechSynthesie Data Installer. I know that it works with Handcent sms. You should be able to figure it out.
