Are these Apps or is it HTC Hero specific?

I've seen screen shots of the HTC Hero and really like the way the front screen looks like with the Weather/Clock and the Phone Bar. Is this specific to the HTC Hero or can I get my Droid to have the same setup?

you can get the clock, its a weather app/clock widget.

the dock bar is only for HTC model phones. Its part of their layer of android.

you could always download a home replacement app and get a skin. but i dont know if anyone has made a hero skin with that dock

You can get an identical dock bar (in looks and functionality) if you get the home screen replacement called GDE and then get the hero theme for it.
