Is there any GPS software for Android that doesn't require Google Maps?
I mean any software that supports common map formats such as .gpx?
Mobile internet is not cheap enough in my region for such a heavy thing as Google Maps is![]()

Kind of.....take a look at AndNav (www.andnav.org) which is pretty promising.
Unfortunately the developer(s) realized a bit late that the Google Maps Terms of Service prohibit you from using them for Turn-by-Turn navigation.
Thus, they have been trying to work out a deal with NAVTEQ, who is the supplier of cartography for Garmin, Magellan, and many others. But that means they would likely have to charge something for the app rather than making it free as they had originally intended.
They ought to be talking to Telenav as well, just in case.
Personally I think they would do extremely well if they simply cut the cord to Google and allowed, as you suggested, to just use a generic mapset that the user created or loaded from another source. There are a few apps out there that can assist one in creating your own maps from satellite images or other sources.
But I'm sure others will come along as well.
the phone and OS code are open source, meaning that developers will have direct access to the a-gps chip installed on the phone... no freelance software developer will make this, as the licensing fee for use of the maps is extensively large... expect programs from the major windows mobile and palm navigation software companies, which are many...
but i guarantee you these will not be free... expect to pay 40 - 100 dollars dependent on features... and the US maps will be in the range of 500mb - 2gigabytes dependent on region, so if you go this route leave some space available for them on your memory card

Which is why I'd advocate a user-loadable mapset file...one you can create on your own. That would still leave the option open for the usual suspects to provide mapsets for a fee for those who were interested.
And that's OK if they aren't free. If Garmin offered a mapset for it *right now* for the same $99 they charge for a Blackberry, or Nokia, or WinMo, I'd happily pay it as long as I could install in on an SD card without having to have a dedicated one just for the maps. What I desperately want to avoid is having to pay for a monthly service as you do with some carriers. I think that is insane. The maps on my Garmin iQue 3600 takes up just over 1Gb, leaving me plenty of room for other stuff on a 2Gb or even 4Gb card. It would really be slick if you had the option to control how much detail got loaded in the mapset, and it would use the network to fetch other detailed info you'd rather not carry around to keep the mapset size small. For example, I'd probably just load info for local restaraunts, hotels, and rental car places locally on the memory card. That's about all I use. But if it grabbed stores, malls, historical markers, museums, attractions, etc. off the net, that would be great.
I really like the idea behind AndNav. It would be so actively developed that they would constantly be adding cool new features. None of the major OEMs are going to do that, usually with 8-16 months between major software updates on their units, if they release any at all.
so the odds are pretty good of getting something with turn by turn voice prompts? i've grown so used to the voice on my garmin bluetooth,i'd probably get lost without it,lol.

thats what i pretty much mean, they will be out... eventually... who knows maybe one will be announced soon that we don't know about on the android market? maybe linked to at least since most stuff will be free on the android market when the G1 is released

lot of things i suggest are assumptions, such as future software, but its going to be such a good market that i don't see any reason why major software providers won't port their services to the android platform... but i'm so sure to guess that i'd put paypal money on it

Google have much control on Android, Online Maps Data. They can have these type of offline maps Version or Some utility which can catch the Desired Region from Google Maps into SD card and then use it in Google Maps Software.
I would be happy to pay to google also for catching maps data offline.
