I'm sure one of the big GPS companies are making an app for the android. Specifically, TomTom, is what I'm guessing. I mean, they made an app for the iPhone complete with voice navigation. I don't see why they won't make one for the Android, when it gets a big market share of cell phones.
My favorite navigation (igo8) software is available for android. http://navngo.com/pages/global/eng/n...d_eng_20091102 You can buy it at http://igomyway.com/en/ Which not only do they have the most worldwide maps available, but their software runs on everything from doubledin car units, WinCE, WinMO, iphone, android, windows, and even on Linux via WINE. I'm a big fan of maverick pro, that's what I use when going overseas. You can build your offline maps using atlas creator, or if you scroll around the area you want saved while online, it'll cache the maps on your SD card.
I generally prefer to use atlas creator to make my detailed maps of spots overseas I'm traveling in.
The software doesn't do any directions, but will show your gps position on the map. Good enough for me.
Mapdroyd, you have to go to slideme to get it, it uses the open street map database.

It's still in developement, so somethimes a bit buggy but it does complete offline routing with OSM. It can use tts from android but I had some trouble getting the tts working and the sound is still not good.
You need to download the maps yourself and put into you sdcard. They aren't automatically updated but you can at any time replace the .bin file.
As final feature, it's completely open source so if you want to help to get the bugs out of navit, you can.

Co-pilot. Just got it, haven't had a chance to really use it yet, but it looks like it should work fine. Bought it as a backup just in case Google Maps craps out on me going to Wisconsin(horrible data connection at the Dells), but we wound up not going this year, waste of $30. But I have it, so I may as well use it.
