This functionality does exist, Power Manager uses it. Its just not a part of the basic OS setup. They may have turned it off to save battery power. Otherwise it would always be monitoring the axis of the phone.

The OS itself does not do it. Each app can implement it. The phone already has a sensor that sends a message somewhere when it is rtated, it is up to developers to either use it or ignore it.

I think there is a system-level setting for auto-rotate. The apps will defer to this unless specifically set.

It is mentioned somewhere in the following thread, which is a mod you would need root to do until Google releases an updated firmware.

Looks like the firmware can be reflashed with the diagnostic card--probably a regular SD card with some special software on it. Just need the HTC full image . . . might this be a way to downgrade the firmware to re-root the phone? I hope so.
