adb is a tool that allows you to communicate with your phone from your computer, and run commands to it.

Because of hardware signatures . . . OSX would not run on many PCs cuz the hardware doesn't match up, which is close to the reason Android won't run "out of the image" on a PC. It's compiled for a different CPU, it comes with G1-specific drivers, wants a touch screen, etc . . . many reasons.
I'm confused as to why anyone would want to run Android, a mobile OS, on a full-power PC. It just doesn't make sense. Does everyone realize that Android is more or less a scaled down version of Linux? Any modern x86/x64 Linux distro is gonna be 10x more useful on a PC than a hypothetical Android OS install.
BTW, if you really wanna run Android OS, just install the Android SDK's emulator.

Actually, the biggest reason that the EEE was the first choice is because of the Open Source nature of its drivers (owing that Linux was the first OS to run on it).
If you can find drivers for a *nix system for your computer, you should be able to compile them to run on an android system on your computer. It would take a lot of knowledge and a lot of work, however. Not something for the feint of heart.
... especially not for somebody who needs to ask what adb is.
