If you owe money & change plan..

I owe some money on my bill so I decided that I am going to downgrade my plan since I don't use that much minutes anyway. And it will help me pay off my bill.

Well, it turns out that once you downgrade your plan, you have to pay the full amount of your bill.

I guess I should have left it as it is so they won't keep calling me about paying my bill in full.

So just keep that in mind if you decided to do it.

Why would you have thought it would have helped you pay your bill? If you have read, you would have seen that any plan change takes effect after the first day of the next billing cycle.
