I do not know if this is possible, but I am so sick and tired of being told that just because the phone can't use whatever file I am trying to DL it won't let me. It is merely bits, I mean damn...
Is there something like this in the works, or does anyone know of a way to get a plug in or something into the browser?
Yea!!!!! Sometimes I run across things when I'm on the go browsing or when a friend says, "Hey go to this site and grab this." Whats the deal? Gimme gimme. I want I want.
I'm not sure about anything but have you tried Steel?
And if you find something it doesn't download I'm pretty sure

That's how it's supposed to work and if it doesn't I would go and try to fix itain.
In general steel looks for an app that can handle the file. If an app is found it offers
The option to open the file in the app or download it to sdcard. If no app is
Present it downloads straight away.
Again, that's what it should do if not it's a bug

Hard to tell without debugging it with the actual link to the file. Could be the mime type is not set properly, or the app is not registering itself as a viewer (VideoPlayer comes to mind, only works with files, doesn't open them with a view-intent).
If you send me a link to a file that didn't try to open in an app, I'll look into it. Remember, it also depends what other apps you have installed on your phone, so it's hard to know the exact cause.
