HAHHA.. Well please lets not get started with AV and CPU's because I'm old have a vast knowledge of these things.
My analogies are inline because, Samsung DO build them this way for cost purposes because all they need to do is enable or disable the CHIP.
The processors are tested rigorously to test its capacity or threshold and then chosen which processors in the batch that would be set at higher speeds or lower speeds. Again, that’s why you would see when they would sell CPUs to include the batch # which is important to show the buyer.
I can go on and on but I'm at work at the moment.
I'm fairly old, but not old enough. My first computer was a Commodore and I ran a Wildcat! BBS on a 300 baud modem a decade before the internet existed.
But i know some older folks were back in the day when the hardware was being developed and that's not me.
Though you may be right about those technologies, it is not this technology. If the EGR is not set for multi-touch, it cannot just be "turned on"

So back to the patent issue, I'm curious as to why Microsoft can add multi touch gestures to their upcomming "Windows 7" without fear of lawsuits from Apple yet everyone here is under the assumption that Google didn't implement it because of the same patent issue.

There is no patent issue. It was a business decision. Unfortunately, there are a lot of people who comment on patents who know nothing about patents, prosecution of patents, or the law behind all this. One of those guys even had the audacity to ask me whether I have heard of pending applications. It's self-claimed know-it-alls that are perpetuating the myth.
