There's an unanswered post on the Android-Discuss Google Group. More than likely someone is taking the "mid-Q1 2009" date literally, as the first quarter's midpoint is this Friday. Having heard nothing about Google offering paid applications in the market and being a registered developer with Google, and having a lack of an official response to the question in a Google-supplied group, survey says... "no".

(ex: email, phone ID, etc), maybe they call a web page(developer site) after a user buys an app and supply the deviceID
This will be nice since the apps can use such information to prevent piracy ....
ex: a user buys an app from the market. Google sends the developer their device ID
App developer has Database for legit users (using information above), and app gets authenticated bases on that...
otherwise limiting piracy would be very hard
another thing they can do is provide an API that will tell if the user installed the app from the market or from anywhere else, this will prevent piracy, as the App will stop if it wasn't installed from the market.
