I've been having this notification problem for awhile and found that restarting the phone solved the issue. But now, having to restart so many times became a hassle. After numerous testing and restarting, I found out a solution. Well, somewhat.

When you plug in the G1 to the computer via usb, you initially get a notification with sound. The usb notification asks you whether to "mount" or "don't mount." When you mount, it allows your computer to access your SD card and such, and all your sounds become default. And when you remove your phone from the computer, your sounds return to whatever you customized it to be. The notfications remain just fine. NOW, in my experience the problem happens only SOMETIMES when I choose "don't dismount." In order to resolve this issue, I usually just reboot the phone OR wait for another call. For some reason, when I receive a call, it goes back to normal and my notifications work again. =/ Still don't understand it completely... waiting for a fix update or something...
